Task 1: In seat pairs, generate a list of what Government SHOULD do. 

Task 2:  Now, in the same pairs, generate a list of what Government SHOULD NOT do. 

Consider the following: 

1. If students made the above 2 lists 5o years ago would they be similar?  100 years?  200 years? 400 years?  800 years? 1600 years?  If your answer is, “No, they would not be similar”  What has changed?
